The student exhibits similar problems in other programs

Consistency in data across programs should not necessarily be a surprise to a teacher.  A student could have consistent problems which will evidence themselves across programs.  It could also be that the teacher has problems with reliability of data, or unclear objectives which would also evidence themselves across instructional programs.

Potential Remedy

If the student is having the consistent problem, it is probably a part of his disability.  If the teacher is not being reliable, or clear with objectives, these areas need to be cleaned up or there will continue to be problems with student data.
