There are three main phases in any instructional program.  The baseline phase provides the information you need to begin instruction.  It tells you where the student is currently functioning.

The intervention phase occurs when you are actually providing instruction.  This data tells you how your student is progressing.

The maintenance phase begins when the student has met criterion on a particular skill.  During maintenance, the teacher ensures the students maintains the skills he has learned.
