As teachers, you are the Department of Education. However, are you aware of the various transition programs which are offered in the State of California? We briefly discuss three here. Workability - This is a program which provides a variety of services depending upon which of the workability programs you are involved with. Workability 1 is funded by the Department of Education, while the others are funded by a combination of funds from Department of Education and Department of Rehabilitation.
Transition Partnership Projects (TPP) - These are collaborative projects between the Departments of Education and Rehabilitation. Services include, assessment, career guidance, job skills training, employment preparation, counseling, reimbursement for rehab counselor for hours at participating schools, reimbursement of services to LEA and local rehab office through formal contracts. The focus, including the types of disabilities faced by program participants in each TPP will differ from project to project. Regional Occupational Programs/Centers (ROP) (example from the Sant Cruz County Office of Education) - These programs provide classroom training, cooperative education, community classrooms, counseling and placement. Classes cover a wide variety of potential vocational areas. Transition Issues - The Department of Education clearly takes the lead in the development of transition plans. At times these plans are not sufficiently comprehensive to address the transition issues faced by individuals with disabilities. Teachers must anticipate and plan for as many adult transition concerns as they can. State frameworks, core curriculum and competency assessments sometimes take the focus off of the real adult skill needs of students with disabilities. Employers will sometimes take advantage of the Workability 1 program, dropping employees once the subsidized wages cease. Teachers placing students must be aware of this tendency. The Workability and TPP projects have done a great deal to facilitate collaboration between the Departments of Education and Rehabilitation.
